Why local programs exist
Counties and cities want stable residents who stay, pay property taxes, and coach little league. So they fund homebuyer assistance out of their own budgets and federal grants — usually as deferred or forgivable second loans, occasionally as straight-up grants. These stack on top of Minnesota Housing programs in many cases, which is where the math gets fun.

How stacking actually works
- Start with the first mortgage — often a Minnesota Housing Start Up loan through a participating lender.
- Layer state DPA — a Monthly Payment or Deferred Payment Loan.
- Check the county — is a Hennepin/Dakota/Community Keys-style fund open, and does your income fit?
- Check the city — some city programs stack with the layers above; others have exclusivity rules.
- Mind the collision rules — programs have rules about combining, minimum borrower contributions (often $1,000 or 1% of price), and which liens sit in which position. This is exactly the part a loan officer untangles for you.
Three rules of local money
- Funding is seasonal. Programs run out and reload. "Closed" in one quarter can be "open" the next — get on lists early.
- Requirements rhyme. First-time status (3-year rule), income limits near 80–100% of area median, homebuyer education, owner-occupancy. Do the education course once, early, and you're pre-cleared for most of them.
- The address decides. Search with the programs in mind, not as an afterthought once you've fallen for a house.
